Public/Professional Expertise of the Legal Foundation of Innovation and Investment Activity was held
On June, 13-14th, 2008 National Innovative Forum held the Public/Professional Expertise of the Legal Foundation of Innovation and Investment Activity.
The Expertise was officially supported by: the Secretariat of the President of Ukraine, the National Institute for Strategic Studies, the International Centre for Perspective Studies, the International Institute of Urbanistics and Regional Development, EBA, AmCham, the State Enterprise “National Centre for Implementation of Branch Innovative Programmes”, KMBS, Scientific Park “Kiev Polytechnics”, InvestUkraine and many other companies.
When greeting the participants of the Expertise the First Vice-Prime Minister of Ukraine – Oleksandr Turchinov noted that the aspects that were placed in the centre of attention are closely related to strengthening competitiveness of Ukraine in the world, and pushing Ukraine to the frontiers of the general progress.
During the Expertise took place the presentation of the book “Ukrainian Innovative Doctrine 2008”, that was published using results of the First National Innovative Forum and contains a wide range of ideas of respected Ukrainian and international experts about strategies and mechanisms of Ukrainian innovative development. The doctrine was presented by Volodymyr Nikitin – director of the International Centre of Perspective Studies and Oleksandr Buriak – academic of Ukrainian Municipal Academy.
“On the roadside of innovative development Ukraine has no chance to keep independence” – stated the director of the International Centre of Perspective Studies Volodymyr Nikitin, one of the authors of the “Ukrainian Innovative Doctrine 2008”, - “However, naturally, our society will never become innovative – it is possible only as a result of using a set of step-by-step social changes. Main role in their accomplishing belongs to the elite of Ukrainian politics, science, culture and business”.
On the opening ceremony of the Expertise Oleksandr Zinchenko, president of the analytical centre “Academy” – Oleksandra Kuzhel’, director of the International Centre for Perspective Studies – Volodymyr Nikitin, professor of the Kiev National University of Construction and Architecture Volodymyr Nudel’man, director of the Department of Innovative Development of the State Agency of Ukraine for Innovations and Investments Oleg Khymenko, director of the project “Expert Innovations” Oleksandr Zlenko presented their views on the legal regulation of innovative and investment politics of Ukraine. The moderators of the Expertise were: director of the International Institute of Urbanistics and Regional Development Uriy Chudnovsky, secretary of the organizational committee of the National Innovative Forum Anton Zatsepin.
During the discussion the participants of the Expertise reached a conclusion that today in most Ukrainian legislation there is no single definition of the central body of the executive power, which is responsible for State Innovative Politics. That is why new laws not always take into account articles of existing legislation, that leads to contradictions in separate cases. As a result of the expertise specialists that represent different interests from the State, business, education, novators and inventors presented their recommendations about updating the legal base that is related to innovative and investment activities in Ukraine.
